
HOUSE CONCURRENT RESOLUTION NO. 39

Requesting the West Virginia Division of Highways to name the
bridge now under construction connecting State Route 65 and
the James E. Blevins football field at the Delbarton Community
Recreational Park, Mingo County, West Virginia, "The Henry
Hall Memorial Bridge."

Whereas, Henry Hall was a highly civic-minded gentleman; and

Whereas, Henry Hall contributed many hours, resources and
constructive leadership in making the Delbarton community a better
place in which to live; and

Whereas, Henry Hall unselfishly gave to the development, and
then the maintenance, of the Delbarton recreational facilities; and

Whereas, Henry Hall is so esteemed for his goodness, help and
kindness in the community in which he lived that the Delbarton
Kiwanis Club has made written request that the memory of Henry Hall
be extended by lending his name to the new bridge; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the West Virginia
Division of Highways to name the bridge now under construction and
connecting State Route 65 and the James E. Blevins football field at the Delbarton Community Recreational Park in Mingo County, "The
Henry Hall Memorial Bridge"; and, be it

Further Resolved, That the West Virginia Division of Highways
provide and erect a sign at either end of the bridge displaying the
name of the bridge; and, be it

Further Resolved, That the Clerk of the House of Delegates is
hereby directed to forward a copy of this resolution to the
Commissioner of the Division of Highways, Bill Endicott, President
of the Delbarton Kiwanis Club and the Capitol Press Corps.
